CVW Developments is a nonprofit organization dedicated to expanding affordable housing and empowering individuals through hands-on skilled trade training. By combining housing development with workforce education, we strengthen communities, foster self-sufficiency, and create sustainable pathways to economic stability.

About The Founder:

Camille Wagner

Camille Wagner is the visionary founder of CVW Developments, a nonprofit dedicated to transforming lives through affordable housing access, homeowner education, and community empowerment. With a background in corporate HR systems and organizational development, Camille brings together strategic planning, technical expertise, and a deep passion for helping families build stability and generational wealth.

Raised with firsthand experience of housing inequity, Camille founded CVW Developments to address the widening gap between hardworking families and attainable homeownership. Her belief is simple: everyone deserves a safe, affordable place to call home — and the tools to sustain it.

Drawing on her experience navigating housing programs, grant funding, and community partnerships, Camille leads CVW with purpose and integrity. Her approach centers on education-based empowerment — teaching individuals not only how to secure a home, but how to maintain, protect, and build upon that opportunity for years to come.

Beyond the nonprofit world, Camille is a builder at heart — constantly learning, creating, and connecting with others who believe in inclusive community development. Her long-term vision is to scale CVW’s programs across the Carolinas, uplifting families one home — and one homeowner — at a time.

Meet The Team

Dr. Tameka Wright

President

With nearly 30 years of dedicated experience in special education and instructional leadership, Dr. Tameka Wright is a proven champion for student success. Her career spans influential teaching and district-level leadership roles within Fairfax, Howard, and Prince George’s County Public Schools, where she served as an Instructional Supervisor and Special Education Specialist.

An alumna of Bucknell, Boston, and Johns Hopkins Universities, Dr. Wright is a “Teacher of the Year” honoree who brings a profound commitment to equity, leadership, and service to her role as President.

Janel Juba, M ed.

Vice President

Janel Juba is an expert in workforce development and talent strategy, with a background rooted in recruiting, program management, and employer engagement. Throughout her career in higher education, nonprofit, and workforce sectors, she has focused on building equitable career pathways that bridge the gap between individuals and sustainable employment. As Vice President, Janel utilizes an inclusion-centered, data-informed approach to drive organizational growth and foster community-focused leadership.

Shanelle Tomlin, MSHRM, MPA, SHRM-CP, PHR

Secretary

Shanell Tomlin is a highly credentialed human resources executive with over 17 years of experience specializing in public sector HR and risk management. She currently holds a senior leadership role within municipal government, where she oversees critical organizational operations, compliance, and workforce strategy. As Secretary, Shanell utilizes her deep background in public administration to ensure effective board operations, rigorous accountability, and mission-aligned leadership.

Affordable Housing Development

Developing and rehabilitating safe, quality, and affordable housing for individuals and families through sustainable building practices. Our work focuses on long-term affordability, neighborhood stability, and preserving housing for those most at risk of displacement.

Home Repair & Maintenance Assistance

We provide case-by-case support for eligible homeowners to address critical repairs like plumbing and electrical work. Our goal is to improve safety, habitability, and long-term housing stability by preventing property deterioration through approved contractors.

Skilled Trade & Workforce Training

Offering hands-on training and workforce development opportunities in carpentry, plumbing, electrical work, and general construction. Programs are designed to build practical skills, create pathways to employment, and support the local workforce needed to sustain affordable housing efforts.
